As for Rocktopus, his Deviantart account lists him as Brett Neufeld, which is a German surname. That being said, I wouldn't surprised if he had Irish heritage as well considering his apparent interest in Irish culture.
I'm torn between assuming this is just the generic way faerie folk say "thank you" and nothing more, and assuming there is absolutely some magical jiggery-pokery going on with all this smooching.
Kissing someone on the mouth unprovoked, suddenly and forcefully is extremely different from fully consensual, respectful, mutually interested, careful kissing. And again, this is on the mouth, not on the cheeks. As if sexually assaulting others is the norm among them, whatever gender. And if they are this forceful with grown adults... and Ozzy is an adult, but he is not an old adult, nor physically powerfully built, and he is among strangers.
They clearly do not limit their internal traditions to strangers, nor to young adults. They have no care.
And did you not notice the calls for physical violence against the sexual assault by the satyr when that page was posted? A satyr is a creature that can be excused, but this is a wood elf.

I didn't say it was ok for the guy to kiss him without consent. That's a completely separate issue, which you'll have to take up with the author. I said not one word about it.
