Someone is holding the pole. Why? Do they move around distributing bird dropping to people around the camp? It's with the group of musicians, so is it part of the ensemble? Is the big bird considered an instrument here? Or is it an early warning systems since it's so high? Why is it so high? To escape the elfe "tobacco" fumes?
